The development includes 288 homes, a 548-room hotel, a music venue, shops and offices in buildings up to 53 storeys high.
The tower, designed by Wilkinson Eyre, will appear as a series of stacked rectangular blocks, each orientated at slightly different angles to catch the light in different ways.
